Ministerial Decree No (72) of 2010
With respect to Organizational and Health
Conditions Required for Horse Stables

Minister of Municipalities Affairs and Urban Planning‚

Having reviewed Law No 3 of 1975 with respect to public health and amending regulations thereto particularly Article 4/A1) and Article 5/2,1)

And the Veterinary Quarantine System in GCC countries promulgated by

Law No 8 of 2003, and its Implementing Regulation issued by Resolution No (7) of 2004,

And the Legislative Decree No (23) of 2009 with respect to re-organizing the Ministry of Municipality Affairs & Agriculture,

And in order to maintain horses as a social heritage,

And in accordance to regulations approved by the European Union

Commission with respect to horse stables.

And in coordination with the Ministry of Health,

And in consideration of the public interest

And upon submission of the Under-Secretary of the Ministry of

Municipalities Affairs and Agriculture,

Hereby ordered the following:
Article(1)
Health and organizational regulations of hors stables included in this order shall be implemented.

Article(2)
Horse stables made to shelter and rear horses shall not be established unless a license is obtained from the Animal Wealth Directorate at the Ministry of Municipalities Affairs and Urban Planning.
Article(3)
Any person owning or rearing horses shall comply with the provisions of this order and shall amend the conditions of horse stables which exist before the issuance of this order in order to comply with the conditions set forth by Article 1 hereof . with health regulations internationally applied, and with the EU Orders issued in this respect within a period of 6 months from the date of publishing this order in the Official Gazette.

Article(4)
The employees of the Animal Wealth Directorate, who are authorized with judicial control, may enter stables and places where there are horses to ensure compliance with the conditions set forth hereof, check any violations mentioned hereof and take legal action in this respect.
Article(5)
Without prejudice to a severer punishment set forth in any other law, any person who violates the provisions of this order shall be punished by the provisions stated in Article (22) of the GCC Veterinary Quarantine system promulgated by Law No. (8) of 2003, by Article (2) of this Order and by punishments set forth in Article 5/2/3) of Law No. (3) of 1975 with respect to Public Health.
Article(6)
The undersecretary of the Ministry of Municipalities Affairs and Urban Planning and the competent bodies shall implement this order - each in his own capacity - and it shall be published in the Official Gazette.
Article(7)
In the event of transporting horses imported to the Kingdom the transportation vehicle shall be accompanied by a representative of the General Directorate of Custom in coordination with the Traffic Directorate until the horses reach the Veterinary Quarantine.

Article(8)
Owners of horse transporting vehicles working before the issuance of this Order shall register their vehicles with the Animal Wealth Directorate during a maximum period of 6 months from the date of issuing this Order and shall amend their situation to comply with the provisions of this Order during a maximum period of 9 months from the date of issuing this order.
Article(9)
Horse Transportation License shall be issued by the Directorate of Animal Wealth at the Ministry of Municipalities and Urban Planning after the conditions set out in this order are met and the license shall be valid for one year from the date of issuance and this shall not exempt the owner of the vehicle from obtaining the license issued by the General Directorate of Traffic.
Article(10)
Without prejudice to a severer punishment provided for by any law, any person who violate this order shall be punished by the provisions stated in Article No(23) of the GCC Veterinary Quarantine system promulgated by law No(8) of 2003.

Article(11)
The undersecretary of the Ministry of Municipalities affairs &Agriculture and the competent bodies shall this order each in his own capacity and it shall come in force the following day from the date of its publication in the Official Gazette.
